Eligibility & Financial Impact


In 1993, California adopted legislation mandating early intervention for babies who are deaf or hard of hearing and their families. CEID contracts with local school districts and regional centers for babies who are eligible for our programs and services.


Who is Eligible?

Any child from birth to five years who has:

  • A suspected hearing loss
  • A diagnosed hearing loss of any degree (mild, moderate, severe, or profound)
  • Normal hearing, but a severe speech and language delay or other communication disorder
  • Multiple special needs
  • Deaf parents and speech/language or severe communication delays


Financial Impact

  • It’s estimated that taxpayers pay $1 million in public services over the lifetime of each deaf child who does not receive early intervention.
  • Only 45% of CEID’s program costs are reimbursed through contracts with regional centers and school districts. To help children access CEID’s vital programs, we rely on our network of donors. Learn how you can help now.
